PROJECT CONSULTANT
National Water Management Consultants (NWMC) NESPAK Led JV (NESPAK- ACE & RHC) has been awarded as National Water Management Consultants (NWMC). The NESPAK (Pvt.) Ltd. Led JV, including Rehman Habib Consultants (Pvt.) Ltd. (RHC) and Associated Consulting Engineers Ltd. (ACE), have been selected, through a competitive bidding process as NWMC. The NWMC engaged for implementation, execution, and supervision of Watercourse Improvements, Construction of Water Storage Tanks, Provision of Laser Land Leveling Units and Organization of Water Users Associations (WUAS). NWMC is acting as The Engineer in the project. NWMC will support National project coordinators (NPC), such as preparation of project plans, project performance, monthly, annually or quarterly progress, or other relevant working programs.
Scope of Work
The NWMC will be responsible for implementation assistance, execution supervision and third-party validation and in this context will carry out, but not limited to the following activities:
- Prepare standards, parameters and specifications for civil works, laser land leveling units and on farm water storage tanks etc.
- Inspect and advise on standards, specifications, and criteria for the construction materials/equipment etc.
- Provide project management support services to NPC, provincial DGs/ Directors and District offices on a need basis.
- Review and validate plans, designs, cost estimates of a watercourse, water storage tanks and laser land levelers.
- Ensure quality and certify quantities of watercourses, water storage tanks and laser land levelers are as per approved design and specifications.
- Reporting to provincial DGs, Directors and NPC on compliance/non -compliance of works with agreed criteria and specifications.
- Submit monthly, quarterly, and annual progress reports.

ME&IE CONSULTANTS
The ME&IE Consultants services are planned to be provided through a multi disciplinary team of qualified professionals. The consultant will develop a State of the Art Management Information System (MIS) with GIS focuses for NPIWC -II to monitor progress on project interventions and to carry out an effective monitoring process. A Joint Venture of G3 Engineering Consultants (Pvt.) Ltd., Ease-Pak Engineering Services (Pvt.) Ltd., Center for Social Research and Development (CSRD), and ADA Consultants Inc. Canada, have been selected through a competitive bidding process as ME&IE Consultants. All the data collection will be done through tabs/smartphones with the help of an android based application developed by ME&IE Consultants.
SCOPE OF WORK
The ME&IE consultancy services period is for 5 years. ME&IE consultants will perform monitoring and evaluation of project impacts to ensure achievement of Project Development Objective. ME&IE Consultants will carry out, but not limited to the following activities:
ME&IE Surveys
- Baseline Survey
- Midline Evaluation
- End-line Survey
Monitoring Indicators
- Develop monitoring strategy, framework and Result Based Monitoring (RBM)indicators.
- Assessing the water saving per annum on watercourse, water storage tanks and field level as well as aggregate due to the project interventions.
- Assessing the improvement in water availability due to the provision of the conveyance system.
- Assessing the economic benefits to agriculture in terms of changes in yield, irrigated area, and employment in the command area of watercourses and water storage tanks.
- Assessing the extent of community mobilization, financial and administrative sustainability of Water Users’ Associations. and ensuring the maintenance of watercourses, water storage tanks and laser land levelers.
- Economic Impact of project interventions.
- Carry out an impact evaluation of the project investment on the economy and stakeholders.
- Development of web-based GIS/MIS dashboard for comprehensive representation of all geo-spatial.
